文章试图从制度性层面和关系性层面对我国城乡结构做出一些新的解读和分析。作者认为, 我国城乡结构不只是城市与乡村的区域或空间关系, 而是在社会转型过程中产生的身份性二元社会地位体系, 它体现的是城乡居民在基本权利、社会地位、资源享受上的不平等和不合理。如果不改变这样的城乡结构, 新农村建设、和谐社会建设都会遭遇挑战。当前我国城乡严重失衡、城乡差别不断扩大等问题得不到解决, 似乎成为社会痼疾, 症结就在于存在这样的城乡结构。改变城乡结构作为社会结构的属性, 是我国推进现代化建设、新农村建设的关键所在。对于国家来说, 最关键、最首要的任务是推进新一轮的城乡体制综合性改革。

英文摘要:

This paper gives an analysis of the urban-rural structure in China from bo th the relational and institutio nal perspectives. In the author' s view , w e can define the urban-rural structure not only as a kind of regional relation or space rela tio n, but also as a kind of dual social standing system that happened during social transfo rmatio n in China .The duality of this structure features inequality and unjustness in the fundamental rig hts , social statuses, and share of resources by urban people and rural people .I t is impossible for a successful rural construction without thoroughly transfo rming the urbanrural structure into a new one , since it is the structure that makes imbalance and the gap be tw een the rural and the urban become mo re and more wide .So it is a key aspect in the modernization and new rural construction strive to renov ate the urban-rural structure .The first thing for the central g overnment in China is to launch a new comprehensive urban-rural reform .
