| 为了解决近些年来农民因病致(返)贫、长期得不到医疗保障等一系列问题, 中央政府从2003 年开始在
全国试点推行新型农村合作医疗制度。与传统合作医疗相比, 政府在新型合作医疗制度中承担了更多的责任。政
府责任能否正确合理履行, 直接关系到新型合作医疗的成败。文章主要分析了新型合作医疗试点推行中政府责任
履行所存在的问题, 以及形成这些问题的原因, 在此基础上, 提出了相应的政策建议, 希望能对我国新型农村合作
医疗制度的发展和完善有所裨益。 |

| In order to rectify problems like poverty resulted from disease inflictions or no medicare insurances, etc , the central gover nments
began in 2003 experimenting the new rural medical cooperative system in the pilo t regions .Compared to the pervious system ,
the government has assumed a big ger role in the new sy stem .That how well the gov er nment can implement its roles holds the key to
the success of the new medical cooperative system .This paper outlines the ex isting problems and the causes of them , and based on
this , the authors propo se the policy suggestions , ho ping they can help improve the new rural medical coopera tiv e sy stem . |
