民与基层政府各自利益分化, 以及村庄的封闭性和利益表达渠道的不顺畅, 农民在争取自身权益的过程中采取了
很多非制度化运作的方式, 如何理性认识并解决这一问题, 文章对此进行了探讨。 |

| Protection of the rig hts and interests of the farmers is the primary issue in the political construction of the new countryside
initiative .At present , farmers have to resort to the non-institutionalized means in the event of rights and interests pro tection actions
due to a lack of farmer' s rights protection mechanism , interest conflict between the farmers and the local governments as well as the
isolated situation of the villages and the blocked channels for the farmers to express their concerns .The theme of this paper is on how
to understand and resolve these issues . |
