| 改革开放以来我国社会经济快速发展的同时已进入“风险社会” 。相对于城市而言, 缺乏社会保护机制
的农业、农村和农民由于抗风险能力脆弱而陷于困境。出于对城乡社会稳定和安全形势的忧虑, 社会开始反思改
革开放以来农村社会问题发展的症结, 并寄希望于建立和完善农村社会保障制度。文章试从风险社会视角认识农
村社会发展困境, 并从“ 社会整合” 角度认识发展农村社会保障的社会价值基础, 探讨社会主义新农村建设中的农
村社会安全保障问题。 |

| China has been becoming a “ risk society” along w ith the rapid economic grow th since China' s economic reform .China' s
ag riculture , countryside and peasants hav e been co nfronted with plight due to their vulnerability to risks and the absence of social security
netwo rk.Out of wo rries of so cial instability and insecurity , the Chinese society is now reflecting o n solutio ns to all these rural
problems , pinning their hopes on establishing a social security system .This article ex poses, from the perspective of social risks , the
difficulties of rural social development , perceiving the value foundation of establishing rural social security system from the “ social integ
ration” viewpoint, discussing the implementation o f rural social security under the contex t of building a new socialist countryside . |
