减免农业税政策, 以此作为村委会职能转换的外生变量。文章认为:这一政策的实施, 使村委会的成长进入“ 后农
业税时代” , 这对村委职能向“本我” 的回归既提供了体制空间, 又提出了更高的要求, 并进一步分析了村委会职能
转换的制约因素, 据此提出了转换村委会职能的政策建议。 |

| Centering around the functionality shif t of village committee, the autho rs observe the functions that are meant by the sy stem
and the actual functions that are practiced, w hich leads to the topic of the agricultural tax exemption , which is an ulterio r variable
of functionality shift of villager' s committee .The authors maintain that implementation of this policy makes village committees step
into the “ post-ag ricultural tax era” , and it provides institutional room for the return to its “original” functionality .It also raises higher
demand.It fur ther analyses the constraints fo r the shift of functionality of the village committees .Based on the analysis, the authors
make policy suggestio ns on the functionality shift of village committees. |
