化, 创新手段的有效性, 制度供需均衡性等。农地使用制度创新需要一些配套制度与宏观环境的保障, 主要有工业
化、城镇化的发展, 农地租赁市场的完善, 建立农村社会保障体系, 破解城乡分割的二元社会体制等一系列相互关

| At the present stage , major development of the farmland system innovation are mainly the combinatio n of the inner drive
of institutional innovation and the forcible measures , the variety of innovation patterns, effectiv eness of innovation measures, balance
of institutional supply and demand, and so on .I nnovation o f farmland system requires a set of safeguarding framew ork like development
of industrialization and urbanization , maturing o f farmland renting market , social security sy stem for rural society , break-up of
the division of the dual urban-rural system , e tc . |
