处城乡的结合处, 其社会救助体系的完善对于促进农村劳动力的转移和社会保障体系的健全有着双重的意义。文
章在实地调研的基础上, 对现阶段小城镇社会救助的内容与方式、资金的来源与使用以及机构的设置与运营等进
行系统分析, 提出小城镇社会救助体系的构筑设想。 |

| Social assistance is a v ery impor tant part of social security system , and its refo rm and impro vement receive much attention
f rom the whole socie ty and the academic.Small towns are at the junction of cities and the country side .The so cial assistance system in
those small tow ns is sig nificant for both the transfer of rural wo rkforce and the social security sy stem .Based on survey to 25 small
tow ns , the authors made a sy stematic analy sis of the content and pattern of social assistance , source of funds and its use , the setup
and opera tio n of assistance institutions, and put forward some ideas on the construction of the social assistance system in small towns. |
