| 我国现行的城市经济适用房政策在公共资源配置过程中出现的种种问题, 已引起了社会广泛争议。这
些争议虽有益于社会关注城市弱势群体住房困难, 但对问题根源的探讨不够。文章试从社会政策的视角对现行的
城市经济适用房政策进行分析, 提出现行政策实施的结果是“ 非弱势群体占有了公共财政补贴” , 解决城市弱势群
体住房困难, 应明确政府角色, 以促进社会公正、有利于社会整合为政策目标, 构建以“ 廉租房” 为首要资源配置方
式的城市住房保障制度。 |

| Current Economical Housing Policy causing social ex tensive co ntroversy , because its various problems appear in the process
of resources install.The writer think that the controversies are good for us to concern about the domicile difficult of city minority community
and to perfect Housing Security Sy stem , but its no t enoug h tho rough to study the source of problem .The tex t tries out surv ey
the policy from the perspective of Social Policy , put forward :one of the results of the policy' s implement is “ the non-minority community
o ccupied the public subsidy” , in order to resolve the domicile difficult of city mino rity community , w e should confirm the role
of go vernment, confirm the po licy targets of promotion to Social Justice and be propitious to Social I ntegration , and set up a Housing
Security System w hich takes “ Low-rent Housing” as the initial w ay of resources allocatio n. |
