| Despite the grazing ban policy , farmers are still g razing on the grassland under different disguises, and as a result , their income
has been increasing .This fact renders the invalidity of g overnment interference .To rectify farmers' behavior and to pro tect the
g rassland, we need to look into the motivation of their behavior and to think of their actual needs. |
