| 农村环境侵权是影响城乡协调发展和农民权益保护的重要问题, 目前尚未引起足够的重视。研究我国
农村环境侵权行为的现状及特征, 分析其产生的原因, 完善农村环境法律、法规, 调整国家公共政策、健全环保机
构, 建立多种形式的监管制度, 完善农村环境宣传教育体系, 建立农村环保组织与环境公益诉讼制度是问题解决的
重要路径。 |

| Rural environment encroachment is a serous problem impacting farmers' interests and rights as w ell as the harmonious development
between city and countryside .Currently , inadequate a ttention is paid to this .Various forms of encro achments and the
causes of them are analyzed .Suggestio ns are made o n what to improve in the legal framew ork and relev ant government policies.They
are essential ways to establish various fo rms of monito ring and supervision systems, to improve publicity/ education sy stem of rural environment
protectio n, to set up environment pro tection g roups and to found enviro nment protection litig ation sy stem . |
