| 县域经济处于国家经济与社会发展的最基层, 农业在县域经济中占主导地位, 是农业科技成果应用与
扩散的主要场所。县级科技能力的强弱决定着科技成果转化应用的效果, 是实现科技与经济有机结合、有效解决
“ 三农”问题的重要措施之一。文章在借鉴科技能力内涵和实地调研的基础上提出了县级科技能力的基本内涵及
其构成, 并且构建了县级科技能力评价指标体系。 |

| County-level economies are the g rassroots of the country' s economy and social development , and agriculture plays a leading
role in county-level eco nomies.Besides, counties are the majo r sites fo r the application of agricultural technologies.The technolog ical
capacity of a county determines the efficiency of transforming science achievements into actual applications.I t is also a major means to
reso lve the “ three rural issues” .I n this paper , the basic co nno tatio ns and its composition are described and an evaluation index sy stem
of county-level science & technology capacity is established . |
