农业基础设施是农村经济发展的“先行资本” 。在国家财政和集体经济投资不足的情况下, 吸引民间资本介入就成为解决农业基础设施投入不足的一种有效途径。目前民间资本介入农业基础设施存在着投资环境不佳、民间投资产权界定不清、信用和市场准入障碍等制约性因素, 需通过深化农业基础设施产权改革等措施积极引导民间资本投资农业基础设施。

英文摘要:

Ag ricultural infr astructure is the “pioneer capital” of rural eco nomic development .In the face of insufficient government investment , it becomes an efficient w ay of improving agricultural infrastructure by ushering in priv ate capital into this field.However , constraints are still there hindering the entry o f private capital, like unfavorable investment environment , unclear investment ow nership , creditw orthiness and market entry criteria , etc .Measures like agricultural infrastructure ownership reform need to be taken to g uide private capital into ag ricultural infrastructure development .
