中文摘要:

转型期中国“ 三农” 问题最主要的表现之一, 就是农民权益的受损。农民权益受损而又缺乏制度化的利益表达、沟通与协调渠道, 愈来愈多的农民开始走向暴力性的非制度性参与, 从而使社会公共秩序受到危害。探讨转型期农民利益表达存在的问题及其原因, 提出克服农民利益表达障碍的对策应成为目前我国“ 三农” 问题中一个亟需研究的课题。

英文摘要:

One of the major characteristics of transitional Chinas“ three rural issues” is the damage done to the ex pression of farmers interests.Farmers are exposed to damaged rig hts and lack of institutio nalized interest expression channels.They are forced to take violence- prone non-institutionalized involvement , which consequently endang er s the w hole social public order .I t is a pressing research topic to study the problems and the reasons of farmers interest ex pressio n blockades and to search for necessary countermeasures to resolve them .
