| 城乡一体化是城乡关系的最终形式, 制约中国城乡和谐发展的主要障碍是二元社会体制对农民的束
缚。实践证明, 通过制度的创新和改革使农民从种种束缚中解放出来, 不仅是城乡和谐发展的前提, 也是社会发展
的动力。文章认为20 多年来, 中国社会的每次跨越式发展其本质都是在解放农民过程中释放的能量。科学发展
观和城乡统筹的提出为农民的彻底解放奠定了理论基础。中国的农民问题不能在农业内部解决, 也不能局限在农
村解决, 在城乡一体化层面上赋予农民自主权和平等的地位, 是解决“ 三农” 问题和实现城乡一体化的根本措施。 |

| Urban-rural integ ration is the ultimate form of rela tio nship between the cities and the countryside .The duality-structural
society of China is the majo r hindrance in containing the harmonious development of the cities and the rural areas .Practice has proved
that it is not only a pre-requisite , also a major driving force for social development to unfetter farmers from all sorts of constraints
through institutional innovation and refo rm .The autho rs maintain that , in the past two decades, every leap forward-style development
is a result of unleashing the vitality of farmers .Scientific development mindset and urban-rural integration provide the theoretical
basis for thoroug hly liberalizing farmers.The farmer issue in China is unable to be resolved within the agricultural industry , neither
limited to the countryside .To give equal autonomy and social status to farmers is an essential measure to resolve “ three rural issues”
and to achieve urban-rural integration . |
