| “ 三农” 问题形势严峻, 表现为经济贫穷、社会事业滞后, 权益得不到保障等, 这不仅损害了社会公平, 也
导致了效率损失。在中国,“ 三农” 问题的产生中政府负有不可推卸的责任, 政府角色错位、政府管制的资源配置不
合理、管制过度与管制失效并存、管制成本过高等因素是引发“ 三农” 问题的重要原因。寻求“ 三农” 问题的解决必
须对政府角色重新定位, 使政府管制与市场机制形成良性互动。 |

| “ Three rural issues” , featuring pover ty , underdeveloped social infrastructure and unsecured rig hts and benefits , are still
rampant , w hich result in social inequality and efficiency erosio n.In China , the go vernment has unshirkable responsibilities in the
“ three rural issues” .Contributing factors include wrong positioning of the go vernment, irrational resources allocation, and coexistence
of over regulation and inefficient management , hig h administra tio n cost , etc.So , the role of government should be repositio ned,
forming efficient interaction between g overnment regulation and market mechanism . |
