| 文章对中国科研产出的三个统计指标科技论文、鉴定与登记的科技成果和发明专利的统计数据进行分
析, 认为中国的科研成果评价中存在着“ 三重一轻” 即重论文发表、重科技成果鉴定、重科研成果登记、轻专利申请
的问题, 由此造成了科研产出结构失衡、科研成果产权流失严重、国家要花费大量资金购买国外专利等后果。究其
主要原因是:官本位思想的影响、知识产权保护意识的淡薄和激励机制的扭曲。作者建议:建立健全的科技评价、
奖励制度;建立以人为本的激励机制;加强知识产权保护, 切实实施专利战略和技术标准战略。 |

| Through the analy se of three statistical indexes of our scientific research outputs, (Sci-Tech paper , registered and critical
Sci-Tech achievements, Invention Patents)the auther finds out that much impor tance attached to sci-tech paper publishment register
and judgement w hile applied patents is made light of .As a result , the structure of scientific research outputs is unbalanced, lots of
proper ty rig hts of Sci-Tech achievements were lost , too much money spent on foreign patents.The key reasons are Government official
standard thought , lack of protect consciousness of intellectual Property Rights and distor t of incentiv e mechanism .So , the autho r
sugg ests that china should set up and strengthen the system o f scientific estimation and encouragement , perfect incentive mechanism ,
streng then protecting intellectual Property Rig hts, car ry out Pa tent Strategy and Strateg y of Technology Standard. |
