文章认为农村劳动力流向城市就业的直接诱因是在城市劳动的边际收益高于在农村劳动的边际收益, 农业剩余劳动力并没有完成从农村向城市的永久性搬迁, 而是呈“ 两栖式” 候鸟型, 这是由于永久性迁移行为受到多种成本与制度因素的制约。文章对农村居民迁移城市的条件进行了讨论, 认为政府在促进农村居民向城市永久性转移方面应注重制度建设与政策引导, 提出了建立移民区, 改革户口制度, 建立全社会性的最低生活保障, 对移民进行教育培训, 对城市原有居民进行相容性和适应性教育等措施。

英文摘要:

The autho r' s opinio n is that the most direct inducement of labo r force employment moving from rural to urban is more marginal benefits g aining from w orking in cities than in country .The surplus force in rural have not migrated completely from rural to urban eternally , but appears two-places living sty le alternately .The reason is tha t eter nal migration behavio r is contained by many aspects co sts and system factors .The paper gives a discussion about the condition o f rural resident' s migrating to cities and thinks the g overnment should emphasize on system construction and policy guide when promoting rural resident eternal migratio n to cities.The author sugg ests to se t up the residential block , reform domicile system .At the same time , the government is supposed to pro vide educations and trainings to the immigrants and carry on compatibility training to the urban residents.
