高校科研水平的高低与科研管理有着密切的联系, 衡量一所高校科研管理水平高低的一个重要方面就是科研管理人员的素质问题。科研管理人员的素质建设是提高高校科研管理水平的关键。文章提出高校科研管理者不但应具备一定的相关的专业知识, 还应具备作为管理者所具有的特殊素质, 即具有良好的职业道德;具备管理学理论知识;了解各学科的基础知识和前沿发展动态;有较强的组织与协调管理能力及熟练掌握现代化的管理手段。并进一步提出了提高高校科研管理人员素质的具体方法。

英文摘要:

There is a close link between the lev el of scientific researches and research management in higher learning institutions.One of the impor tant aspects in assessing the research management of a college is the qualificatio ns of research management staff .To improve the qualificatio ns of research manag ement stall is a key factor in improving the research manag ement level of colleges.The article points out that qualified research management staff should have not o nly relevant exper tise, but also the special quality of being managerial staff, namely , good professio nal ethics;managerial know ledge ;subject fundamentals and trend of dev elo pment ;stro ng organizing and coordinating abilities and familiarization with moder n management tools.Specific methods on improving college research management staff qualifications are proposed.
