| 多数农民对利用科技致富抱有正向的积极看法, 但他们认同的“ 致富科技” 主要是能够当下产生实效的
有形科技, 如农药、种子等。农民在利用科技致富时面临的主要问题有技术供给不足、获取科技信息的渠道有限、
资金不足、基层政府的创新职能缺位等。政府在农民利用科技致富过程中应该发挥的重要作用包括建设农业科技
信息互动传播的基础平台, 强化和完善农业科技推广服务体系;开发和强化基层政府的创新服务职能, 突破约束农
民利用科技制度的各种“瓶颈” ;面向广大农民现实生产需要, 推动农业科研院所和农业院校管理体制改革。 |

| Most farmers maintain positive view on becoming rich through technological means .However , the ` enriching technologies'
they identify with are mainly those effectiv e-on-the-spot tangible technologies, such as pesticide , seeds, etc .Problems that
farmers are facing include insufficient technolog y provision , limited access to techno logical information , fund sho rtag e, lack of innovativ
e functionality at g rass-root governments, etc .Impor tant roles that should be played by local g overnments include building dissemination
platfo rm o f ag ricultural technological information , enhancing agric-tech promotion and service sy stem , introducing inno vative
service functio nality fo r grass-roo t g overnments , breaking all so rts of ` bottleneck' for farmers to implement technologies, carrying
forw ard the management refo rm o f agricultural science and technology research institutes and ag ricultural colleges based on farmers
actual need . |
