elite. It aim at exploring how to exert rural elite's influence in rural development. The rural elite can utilize more social resources and
bring more benefits for the community, which is considered as their main characters. To play the greater role of rural elite, the gov-
ernment should improve the policy system, create good business environment, and enhance the leadership of the party in the country,
