| 现有农村基层组织在运行中出现的相互掣肘和权力纷争间题说明，有必要按照城乡统筹的发展思路，
重构我国的农村基层组织。可能的改革思路是将村民自治组织即村委会作为农村基层唯一的正式组织(准行政组
织)，对其工作的监督则统一由乡级党组织来依法实施。 |

| Mutual restrictions and power struggles in rural grass-root organization show that it is necessary to restructure China's rural
grass-root organizations under a plan of coordinated development of both countryside and cities. One possible reform option is that the
farmer self-governing organization, namely, the farmers committee, is the only official organization (quasi administrative organiza-
tion) and supervision of its work will be conducted by the township-level Party committee. |
