| 建国以来高校预算管理及改革历程中饱含经验与教训。文章以此为径,通过分析目前
高校预算管理的现状及存在问题,提出“科学、规范、严格、透明、效益”的改革原则及思路,深化预
算改革,提高预算管理水平,发挥预算在高校财务管理中的重要作用,并使之成为新世纪高等教育
中的重要组成部分。 |

| This ar ticle briefly review ed th e cour se o f univ ersity 's budg et ma nag ement a nd refo rm since the
fo unda tio n o f People 's Republic of China. By ana ly zing the cur re nt pro blems of univ ersity 's budg et
manag ement, it puts fo rw ard the principles a nd thinking a bo ut refo rm. It m ea ns that w e must a dher e to the
fo llowing fiv e principles: scientific, sta ndard, st rict , tra nspare nt , and benefit; deepen budg et r eform and
enha nce the ma nag ement lev el, make budg et play an v er y impor tant ro le in univ ersity 's fina ncia l
manag ement. |
