| 村民自治是我国农民对农村基层民主建设的新创造。但在其运行过程中却遇到了村委
会与乡镇政府关系不顺、村乡两级干部对选举有厌倦情绪、村委会与村党支部权利界限模糊、村干
部素质巫待提高等问题。文章认为，加强对村民自治的领导、理顺和完善各项农村政策、提高基层
干部素质、减轻农民负担，是改善目前村民自治状况的根本环节。 |

| The villagers' self-government is a pioneering work China peasants made to grass roots
democracy，but still some problems need to be discussed，such as，the improper relationship between village
committee and township government;sick feeling of cadres to election; the blurry power range between
village committee and village party branch; the under qualification of village cadres. To improve the
situation，the authors put forward some countermeasures:strengthening guidance in villagers' self-
government;perfecting rural policies;upgrading cadres' qualities and lightening peasants' burden. |
