| 文章对农民负担中不合法也不合理、合法但不合理的现象以及工农业“剪刀差”进行了
寻租分析;剖析了农民负担中的寻租造成激励扭曲和资源配置的扭曲以及对社会、对整个国民经
济发展的影响;从产权、体制和政策、信息不对称性和权利不对等性、成本一收益四个角度揭示了
其原因;最后提出了目前实施的农村税费改革和城乡统一的税费制度改革两种治理寻租的方法。 |

| This thesis，from the angle of rent-seeking economics，analyses the illegal and irrational，legal but
irrational phenomena in peasants' burden, and the price gap between industry and agriculture. It it also
investigates the serious aftereffect of rent-seeking in peasants' burden and reveals reasons of rent-seeking
from the four aspects:asymmetry of property rights。institutions and policies;asymmetry of information;
rights inequality; cost-benefit. The thesis at last puts forward two countermeasures:the reform of tax and
fee system in the countryside, the reform of employing the same tax and fee system in both city and
countryside. |
