须防止阶级斗争扩大化、正确处理经济建设和国防建设的关系、坚持效率优先兼顾公平的原则、现
代化建设是三大任务的核心、发展是硬道理和主题。发展就是增加人民利益、不断解决问题、跨越
式进步的过程。发展主要是经济发展,也是经济政治文化的全面进步,还是生态环境发展和人的全

| This article discusses the mea ning o f the first prio rity o f r uling a country and making it pr osperous for
the Pa rty. Ruling a count ry a nd making it prospero us is a compreh ensiv e project ta rgeting at dev elopment and
prosperity of its people and the na tion. It inv olv es la rge amount of daunting tasks of va rious kinds. As the first
priority , dev elopm ent means not to amplify cla ss conflic t, to properly measure up the rela tionship betw een economic
development and natio nal defense co nstruction, to stick to “ efficiency first” while paying adequate attention
to equality. Dev elopment is the co re of these three ta sks. Dev elopment is the “ hard theo ry” a nd the theme.
Develo pment is bringing mo re benefits to the people, constantly tackling problems a nd realizing lea p-style prog
ress. Dev elopment prima rily means eco nomic dev elopment. It is also the a ll-round pro gr ess in economy , politics
and culture as w ell as dev elo pment of eco logical enviro nment and the huma n being itself. |
