| 文章依据黑沿子镇水产业的产业化经营现状,分析了黑沿子镇水产业的优势和潜力,
指出水产业对于建设有黑沿子特色的重点小城镇及培植地方税源有重要现实意义。为了促进黑沿
子镇水产产业的发展,进一步提高渔(农)民增收,发展壮大水产经济,文章着重针对目前存在的主
要问题,从提高扶持水产业财政支农资金比重、集中财力支持重点水产项目发展、利用财政资金导
向功能建立多元化水产业投入机制和强化水产业资金的规范化管理这四个方面,研究了基于财政
政策的水产业发展措施。 |

| Acco rding to the situa tion o f aqua tic products industrial integ ratio n ( APII) ma nag ement in Hei Ya nzi
tow n, the paper a nalysed the predominance and po tentia l o f Aqua tic Products Indust ry ( API) and pointed o ut
that API had impo rtant practica l sig nifinance to constr uct power ful tow n w ith Hei Yanzi tow n 's character tistic
and cultiv ate fountainhead of local tax in Hei Ya nzi tow n. Aiming at the present problems, the paper studied the
dev elopment strategy of API based on financial policy from fo ur aspects a s follow s: enhancing the fund propo rtion
fo r suppor ting API, centralizing fund to suppor t impo rtant API item , establishing multiple inv estment
mecha nism by using the oriented functio n of financial fund, str eng th ening standa rd manag ement of API fund. |
