中文摘要:

农村剩余劳动力的转移是新世纪中国经济社会发展中的重大战略问题。刘易斯和托达罗关于发展中国家消除二元结构的人口流动模型理论对我国现实农村剩余劳动力转移均有一定的借鉴意义。我国农村剩余劳动力的出现有其特殊的历史背景。二元社会经济结构存在着一系列制约农村剩余劳动力转移的因素。结合我国现实国情,农村剩余劳动力的转移应选择城乡同时吸纳的模式。户籍制度改革、全方位多层次提高城市化水平以及提高农民素质应是加快农村剩余劳动力转移的政策选择。

英文摘要:

The autho r maintains that to deal with the issue o f ag ricultural surplus labor fo rce in China , the Lewis Model a nd the To da ro Mig ra tion Mo del o n the flow o f po pula tio n in dev eloping co untries can se rve as a refere nce. Besides, actual co nditions in China require tha t transfer of ag ricultural surplus la bo r fo rce should g o by the mo del o f being absor bed in both urban and r ur al a reas. In the meanwhile, such po licy mea sur es as r eform of ho usehold registra tio n, speeding up the ur ba niza tio n process a nd upg rading the ov erall qualifica tio n o f peasants, etc should be adopted.
