文章论述了我国农村社会养老保险工作的发展历程,分析了当前农村社会养老保险工作中存在的问题: 社会互济性少; 农民社会养老保险意识差;农村社会养老保险基金的来源和安全有效问题等。提出了在我国农村要建立以“家庭— — 社会基本养老”为基础的多层次养老保险体系,加强农村养老保险基金的安全运营和保值增值; 加强农村社会养老保险的法制建设;加强宣传和引导,提高农民的社会保险意识。

The pa per discusses the dev elo ping co urse of China 's country side socia l endowment insurance, and analyzes its existing pro blems— — too less social mutual benefit, farme r 's lack o f consciousness o f social endow ment insur ance , pro blems of the sour ce, the security and the efficiency of the fund. The paper the n points o ut that a multi-lev el endow ment insurance system should be set up in the countr yside based o n“ family— — socie ty basic endowment” ; the fund of the co unt ryside endow ment insur ance sho uld be ca refully administer ed to guar antee its opera tio n security and v alue r etentio n and v alue additio n, legal sy stem co nst ructio n should a lso be str eng thened in this field and fa rme rs ' co nscio usness of social endow ment enhanced by r einfo rcing pro paga nda and instr uc tio n.
