农业、农村、农民问题始终是关系我国社会主义经济建设和社会发展的重要问题。中国入世使这一问题更加突出地摆在人们面前,解决这些问题的关键是大力推动经济建设。在大力发展乡村经济的过程中,如何正确有效地管理乡村集体资产非常重要。在我国目前乡村集体资产的管理过程中,存在的一些典型问题,如: 对改革的片面认识与指导问题;对改革后乡村集体经济组织的管理不善问题;集体资产流失的问题; 立法滞后的问题等这些问题严重影响农村经济的健康发展。实现对乡村集体资产的高效管理使之大力促进农村经济建设的途径在于改革、明晰产权、改善环境等。

英文摘要:

This ar ticle st reng thens the impo rtance of ag ricultur e, countr yside, and peasants pro blems in o ur countr y facing entering W TO. To solv e these pr oblems, it is crucial to promote economic co nst ruc tio n. During the co urse o f eco nomic dev elo pm ent in co untry side, how to manage r ural collec tiv e assets cor rectly and efficiently is of utmost impor tance. There ar e some ty pical pr oblems in present practice, such as, o ne-sided unde rstanding and g uidance o f r eform, the inv alid mana gement o f collec tiv e eco nomic units, the loss of co llectiv e a ssets a nd th e delay o f r ela tiv e leg islatio n. The key w ay s of effectiv e manag ement o f r ural assets is to distinct pro berty right a nd improv e the po licy envir onment.
