| 文章对目前我国在农村城市化发展战略的实施过程中出现的小城镇数量盲目扩张、规
模盲目扩大所带来的“小城镇综合症”展开讨论,指出积极发展小城镇是加快农村城市化、进而推
动我国城市化进程的必然选择,应当遵循“择优发展、重点突出、辐射带动”的方针来发展小城镇,
以求实现工业集聚和人口集中的规模效应,从而达到农村城市化的“量”和“质”的同步提高。 |

| Based o n th e“ tow n 's sy ndrome” which is accompanied with the ex pansion o f tow n 's qua ntity and
sca le in the co urse o f the ex ecution of China 's rura l ur banization stra tegy , the autho r po inted out that dev eloping
tow ns po sitiv ely is the necessar y choice to quicken the r ural urbani zatio n and the wh ole urbani zatio n.
Furthermor e, the auth or put fo rwa rd tha t, in o rde r to realize the centr aliza tio n 's domino effec t of industr y
centralization a nd popula tio n cent raliza tio n,“ choo sing ex cellent tow ns, ex truding impor tant tow ns, emphasizing
the radiating effect” should be the ba sic po licy to dev elop tow ns, thus co nt ributing to the synch ro no us
impr ov ement on both qua ntity a nd quality of r ural urbanizatio n. |
