为了金融市场的稳定运行、防范系统性金融风险,各国政府日益加强了金融监管措施。主要有: 各国财政、货币政策的国际协调;主要国家联合干预国际汇率市场;金融监管标准国际化 —— 巴塞尔协议(资本充足性标准)与金融市场风险综合、及时评价。在发达国家,过去中央银行与银行监管局合二为一和一分为二的情况各占一半。但是,近年来,一些发达国家纷纷开始进行中央银行制度改革,在强化中央银行独立性的同时,将银行监管职能从中央银行分离出来,交由另外的政府机构承担,以适应金融领域混业经营的新潮流,即将银行、证券、保险三方面的监管机构合并到统一的金融监管机构。文章着重讨论美德日三国国内金融监管新趋势,以及由此对建立和完善我国社会主义市场经济体制下金融监管的重要启示。

In o rde r to sta bilize fina ncial mar ket and av oid its systema tic risk, gov er nments o f v a rio us countries put incr ea sing ly effo rts on financial supervisio n. Their mea sur es include: international co or dina tio n o f fiscal and financial policies of v ario us co untries, co-interv entio n in the inter national ex cha ng e market by the majo r countries, international standa rd o f financial supervisio n— Basel Pr oto col ( capital sufficiency standa rd) and V AR. In the past, half of dev eloped countries ' cent ral bank and fina ncia l supervisio n a re sepa rated and half of them a re com bined. While r ecently , many dev eloped countries launch ed refo rm s o n the central ba nks, which sepa rated fina ncia l superv isio n f rom centra l ba nks. Tha t is, supervisio n o f bank, securities a nd insura nce is combined into an independent financial superv isio n institution. In this a rticle, we focus o n the r ecent tr end of financial supervisio n in U S, Germa ny , and Ja pa n, w hich will pr ovide insig ht and visio n fo r the establishment of China 's macro-financial adjustment sy stem.
