小麦是世界第一大贸易作物。我国是世界第一产麦大国,也是第一进口大国。我国自产小麦的市场满足率从60年代以来一直只有80%～ 90% , 1999年度小麦总产达到1. 1亿吨,满足率达到100%。目前结构性矛盾较突出,通用弱筋小麦的比例达59% ,是市场需求的2倍,而面包专用强筋小麦和糕点专用软质小麦严重不足,长期依赖进口。甘肃河西及沿黄灌区与北美春麦区十分相似的气候条件,是理想的专用硬红春麦产区。目前急待解决的问题是,农民的小规模生产与企业大规模需要之间的矛盾。解决方案是采取合同供种、模式化栽培、合同预约生产、优质优价收购,配料配粉加工的链条式转化途径,重点扶持龙头企业,拉动市场需求,扩大种植面积,形成商品规模。

英文摘要:

Ev en thr ough o ur total pro ductio n of wheat in 1999 r eached to 110 millio n to ns and 100% o f the mar ket dema nd ha s been met, but the str uctur al co ntradictio n is quite obv ious, w eak-tendoned w heat accounts for 59% of the who le mar ket supply , which is two times highe r than the dema nd, While the specia l high -tendo ned w heat fo r br ead and cakes is se rio usly shor t of supply, depending heavily on impo rt fo r a lo ng time. Since Hexi Gansu a nd irriga ting a reas alo ng the Huang he riv er has the simila r weathe r co ndition with nor th America, it is a n ideal ar ea fo r producing the special wh ea t, ha rd-r ed skin. Now the problem is the contr adictio n betw een the fa rme rs ' sma ll-scaled pro ductio n a nd the enterprises ' lar ge-scaled demand. The solutio ns include: supplying seeds by cont ract, cultiv a tion in pa tter ns, pro duction under a pre-eng ag ed contr act, g oo d qua lity g oo d price, compo nents and pow de r add during the whea t pr ocessing , heavily suppo rt to some ta p-ente rprises, simula tion o f the mar ket dema nd and ex pand o f the pla nting ar eas, the refo re make the pro ductio n is a lag er-sca le and commer ce o ne.
