| To dev elo p the sma ll tow ns, it i s a road to the rural urba ni zatio n of socia lism w ith
di stinct Chinese characteristics. The financial const ruction i s a n impo rta nt key in the
construction o f smal l tow ns. The pro blems existing in the financia l system of China 's smal l
tow ns hinder the fina ncial full play of smal l tow ns at present. The public fina nce is the
di rectio n of the refo rm of state financial manag ement system, it i s also the refo rmatio nal goa l
o f smal l tow ns 'financial management mode. The ar ticle is o n the pro blems exi sting in the
fina ncial sy stem of the small tow ns, analyses and puts fo rw ard the co untermeasure in public
